Is there a way to "beat" horse racing, or is it just another form of gambling?

Default Yes and No

There are no sure fire ways other than a bent jockey.

However if you have a few quid to invest you an get a single winner maybe two every day of the week.
Especially this time of year over the sticks.
Trainers like Martin Pipe regularly have 4/5 or 6 out of 6
at a course.

I wasnt a major punter on horses but did make a lot of money
for small stakes doing the dogs.

Forecast doubles and trebles were my thing.

Best win 1086 pound for 5.76 stake
